2019 Legislative Session Agenda

The Alliance developed a shared 2019 legislative session agenda to ensure the legislature enacts policies that reduce climate pollution, advance environmental justice, and reflect the shared values and principles of our diverse coalition.

The Alliance believes that any climate policy should deeply reduce carbon emissions, create good jobs in Washington State, protect workers, improve the health of our urban and rural communities and the environment, ensure that communities hardest hit by pollution and climate change have equitable representation at the decision making table, have access to affordable low-carbon options, and recognize tribal sovereignty. In keeping with these principles, the Alliance is supporting the following bills:




100% Clean Electricity – SB 5116

Washington is uniquely positioned to achieve a fossil free, clean, and renewable electricity grid. 100% Clean Electricity standard is a complimentary and necessary policy to accelerate our efforts to achieve our state’s 2035 climate goals and invest in an equitable clean energy economy.

Clean Buildings Act – SB 5293, HB 1257

Unless we cut emissions from buildings, Washington won’t meet its emission reduction goals. The Clean Building Act is critical for our clean energy future. The Clean Building Act will create new jobs, from entry-level to highly skilled, all over Washington, help families and businesses save on their energy bills, and make homes and buildings healthier for employees and families.

The Healthy Environment for All (HEAL) Act – SB 5489

Where you live, your income, race or language ability should not determine how healthy and safe you are. Washington can do better to protect its people. The Healthy Environment for All Act establishes a healthy environment for all by creating a definition for environmental justice, directing agencies to address environmental health disparities, and creating a environmental justice task force.
